World of Warcraft Item Upgrades
Item upgrades are a way to increase the stats of an item. Depending on the type of upgrade you choose, it can boost the rarity of an item, or its Mark Level and increase other stats.
Upgrading gear in The War Within requires a certain number of Flightstones and Crests and each item comes with an upgrade track. Each upgrade increases the cost of the next item by a specified amount.

The value of an item's stats base increases when it is upgraded. The value is the sum of all of its upgraded perks (attack, magic attack and defense). Upgrades can be expensive, depending on the person you hire and what you decide to do. This is due to how many perks have to be replaced to allow the item to be upgraded.
It is also used as a gating requirement when waiting for dungeons, raids and scenarios. It also serves as a gating requirement while waiting to queue for dungeons and scenarios and raids, and to limit the amount of PvP gear a player can wear (since PvP is limited to an lower level). Players can see their average level of items on their character sheet.
When deciding whether to buy or sell equipment players can evaluate the levels of the item. It's a sign of the item's damage and its quality. The level of the item can be used to compare items when evaluating the inventory of a vendor.
On PC, you are able to see the level of the item using ALT, or by using the left stick on XB1 or PS4. This will display the full item description, including its level. You can also find it by hovering over an item and typing /itemlevel in chat.
There are many theories about how the level of an item is calculated. One theory is that the item level is a numerical value derived from a formula that determines the amount an item's stats are worth. It takes into consideration that different perks are valued differently, and that gems found in sockets boost the value of the item. This can result in a calculated value for the item's ilvl which is typically close to Blizzard's real item level.
This isn't the only factor that influences the level of an item. The level of the area where the item dropped can also change its stats. For instance it can increase the item's haste or crit rating. This means that items that drop at higher levels will have higher the ilvl than items from lower level instances.

The item's stats can be the difference between a good or bad item for players. The game utilizes them in a variety of ways to encourage players not to limit themselves to one weapon and to encourage players to explore other weapons. The stat mods on a weapon boost the base stats. These stat mods are then enhanced by a player's skill.
Item upgrades add to that by increasing certain stats on the item. The upgrade costs are determined by the rarity of the item. A grey or white item for instance, will only be upgraded once and items with rare tiers may be upgraded multiple times with higher costs.
Affixes are a different method to change an item's stats. These are special stat boosts that can be added to an item by the player and they come in all shapes and sizes. The affixes can do things like give the item extra damage, add a special capability to the item (such as reviving the dead or decreasing the cooldowns) or make the item unique by adding an exclusive name to the item.
At present, all affixes can be rerolled by selecting them from the upgrade window and pressing the green button with the arrows that circle. It will cost a set amount in gold and other items. They can also be used as upgrade gauges, similar to other methods of rerolling.
Players can upgrade an item to a specific stat, or reroll affixes. The range of stats is determined by the item's level. However every item will contain at least one stat within the range, unless they are a unique item, or a God Roll from a raid boss.
Another thing that could be changed is the possibility to upgrade equipment without having to roll the affixes, or choose which stats to enhance. But as with base equipment, this would need to be carried out on a per-item basis, and the item compare interface wouldn't show all possible stats that were gained or lost at the same time.
Item Luck
The Luck stat of a player boosts the chance of finding items, the properties that are generated by loot, and the strength of these properties. It doesn't, however directly affect damage or the ability to upgrade items. It provides players with an opportunity to get better equipment earlier in the game. This is more beneficial for early game runs, since players tend to prioritize weapon scaling and defenses above raw damage gains.
Luck can also increase the chances of upgrading items at the Blacksmith. This should not be confused with the Blacksmith's overall chance of upgrading, which increases with each item level and can be further increased by using an anti-material such as a Scroll of Strength or a Jewel of Blessing.
Armor, shields and weapons come with an initial Luck value of 40. These items can be enhanced with golden ingots, spined leather, or oak boards (depending on the material of the item) to grant an additional +40 Luck or to boost the Luck of the item up to 140.
Certain items, such as the Hollow-infused weapon can also be crafted to increase the damage dealt by any skill that is able to deal damage by 5percent. These items can be found in the shop or created with the right ingredients.
Item Failure
Not all upgrades work. Cash shop items can be used to increase the chance of success of an upgrade or to prevent players from losing their item if it fails.
The success rate of an upgrade can be seen in the Honing UI. The percentage is the probability of successfully upgrading the item. This can be increased with Additional Materials or Special materials. The percentage of success can only be increased so high, and the probability that the upgrade will fail cannot be greater than 100%..
The Luck of an item can affect the success of an upgrade. All items have an average success rate of 25%, and every item with Luck increases the chance of success by 5%.
It is important to note that upgrade items are rendered above the items in the inventory which means that enchantment glints and other effects can be obscured by the overlays. If you wish to disable the upgrade item overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
